While Baltimore Mayor Brandon Scott and the city’s police department continue to highlight a decline in gun violence, Baltimore remains among the most dangerous cities in the country, according to two major reports.
U.S. News & World Report recently ranked Baltimore fourth on its list of most dangerous cities in the United States, following Memphis, Tennessee; Oakland, California; and St. Louis, Missouri. The rankings rely heavily on FBI crime data, including rates of murder and property crime per 100,000 residents.
The publication’s methodology incorporates more than just crime statistics. It evaluates cities based on factors like quality of life (including education, healthcare, and the environment), cost of living, job market strength, desirability, and migration trends.
Baltimore’s reputation for violent crime is echoed in Numbeo’s 2025 Mid-Year Crime Index, which ranks the city third for overall crime, behind only Memphis and Detroit, Michigan.
This comes even as local officials report progress in reducing gun violence. As of July 1, the Baltimore Police Department reported a 22% decrease in homicides and a 19% drop in non-fatal shootings compared to the same period in 2024.
Despite those gains, Baltimore’s longstanding struggle with violent crime continues to impact its national image.
